The quick answer to that is, unless you have an attorney advising you to do so, never. Insurance companies very often make low offers to people immediately following their accident with the hope of curtailing any long litigation or heavy settlements.
While this may be wonderful for the insurance company, what it means for you as the victim, is that you will be accepting far less than what your case is really worth. Accepting the insurance company's initial offer means that your injuries, damages, and losses have not been taken into account at all. And if you have substantial injuries, will miss time from work, or had your vehicle totaled in the accident, the amount you receive will never cover all of your losses.
